I think that it means that the government that works the hardest are usually the more unstable governments. When your government takes care of you, your not going to be mad. You don't necessarily have to work hard to make people happy. I agree with this quote to a certain extent. If the government gives you tons of freedom to their people then things like "the burning of the Koran" happen, and all that does is start problems racially, ethnically, etc.
